Appointeeships

Local authority referrals

ILBP works in partnership with local authorities across the UK to provide safe, compliant appointeeship services for vulnerable adults who cannot manage their own benefits and day-to-day money.

When is a local authority referral appropriate?

Referrals to ILBP may be suitable where an adult lacks capacity to manage their finances, or where they have capacity but struggle to manage money safely. There may also be a risk of financial abuse or existing arrangements may be breaking down. We work with social workers, hospital teams and finance officers to stabilise money management and protect the client.

Pressured teams

Frequently asked questions

Who can refer to ILBP?
Local authority social workers, hospital discharge teams, appointeeship teams and finance officers can refer. We will confirm whether appointeeship is the right route based on the client’s circumstances and risk.
Do you need a capacity assessment before referring?
Where available, an MCA is helpful. If capacity is unclear or fluctuating, we will work with the referrer to agree the next steps and what evidence is required.
Can you support adults who have capacity but struggle with money?
Yes. Referrals can be appropriate where a person has capacity but struggles to budget, pay essential bills, or is at risk of financial exploitation. We will agree the right support approach with professionals involved.
What information do you need to start?
We typically need key contacts, known income/benefits, priority bills/care charges, and any safeguarding information where relevant. This helps us stabilise money management and protect the client quickly.
Do you support bulk transfers of cases?
Yes. We support structured transfers of small groups or larger caseloads, with agreed timelines and clear communication to minimise disruption and maintain continuity for clients.
